Noel is the Vice President & Head of Facilities Management and Engineering at St. Luke’s Medical Center - QC. He holds a BS in Electrical Engineering from Mapua University, ranked 8th in the 1993 board exam, and became a Professional Electrical Engineer in 2022. He has completed MBA units and executive programs at Singapore Management University, AIM, and Arizona State University. A multi-awarded energy manager and facility expert, he has served on regulatory committees and as a speaker at technical symposiums. His expertise spans hospital operations, electrical design, energy efficiency, and disaster risk management, earning numerous industry recognitions.
